Begining to Tune

Okay, so I've read The guide by Hac  :rtfm And i'm curious about one thing, if the car had been previously tuned shoudl i use that same tune but set it up w/ 13.07 TOp and 11.00 bottom half on the AFR? that way the timing and EVERYTHING is the same as it was just not hte AFR and then tune from therE? the fuel table is only for the closed loop part of your tune.

So, whatever you setup your closed loop for(its very rudimentary, only tps is used) make that what you want.  Idle and very light cruise(row 1 and 2 probably) 14.7 or so.  Taper it down to where you are not in closed loop anymore going richer as you go further down the table(higher load rows)

the fuel table is the target AFR unless in closed loop part.

Fixed
The fuel table is the target at all times, if your not in closed loop. No real reason to even enable closed loop IMHO.

If the car was tuned before, ya I'd just mess with the fuel ratios, IF you think the timing is what you want. Who's to know.

how can the program/ecu target a certain air/fuel ratio without knowing where the hell it is in relation to it? How does it know if its rich or lean compared to its target? 

If its in open loop its not getting feedback from its sensors.

It's not targeting an AFR, it's calculating the amount of fuel to inject to get what it thinks would be that AFR.
