It's for the closed throttle switch/idle switch I think.  For some reason the bolts that go through the throttle body to the intake manifold do not always provide a ground.  I was having issues with going pig rich during decel and with the car stalling when I rolled to stop signs.  Symptoms of a failing closed throttle switch and when i tested mine, low and behold, it wasn't working.  I was missing the throttle body ground and using a 12v test the TB was not providing a ground.  Once I fixed the TB ground the closed throttle switch worked, the car would cut fuel on decel and it fixed most (cams and lack of isc don't help) of my stalling issues when stopping.

The idle position switch. It needs a solid ground so it can ground the green wire from the ECU when the throttle is closed.

ok. I don't think I have a ground on my '90 Non-turbo TB. I also don't have a ICS, so maybe I should look into it.

Yup, I don't have a ground wire on my TB. Does it goes from the TB to the block?

I also have NT TB, but it should ground just fine because the TB doesn't stay sandwitched between 2 gaskets so the bolts from the manifold transfer the current.

I never knew that there was a ground on the throttle body.  My car has always been rich on decel.  Gunna have to fix this and see how it helps.

Me three. My wideband spikes to 12.5 or higher on decel. Always figured it was normal, but guess not.

Quick and dirty method is to ground the wire going to the idle switch directly during idle and see if it steadies.  The idle switch itself is failure prone and should be looked at as well.
